HIGHEST AND BEST USE ANALYSIS
MHBC was retained by Niagara Region to undertake highest and best use development options for new regional policies service stations in the City of St. Catharines. The Region was considering two properties in the City and want to understand the benefits and limitations of each through a concept design exercise. To add to the complexity, regional police services required certain design and safety parameters to be met as conditions of any new facility, many of which conflicted with city-building and design objectives of the City and Region.
MHBC developed numerous options and facilitated open dialogue among all three parties to find common ground and land on a design option that balanced all interests.
