Regional and Urban Planning & Resource Development
Ian F. MacNaughton, MA, FCIP, RPP
Ian MacNaughton has practised planning and resource management since 1968, and founded MHBC in 1973. He was inducted as a Fellow of the Canadian Institute of Planners in 1998. Mr. MacNaughton's experience covers a broad range of interests including facilitation / mediation, local government reform, economic strategies, commercial planning and development, downtown revitalization, housing studies, waste management, expropriation, and land development of all types and scales. More... He has advised senior levels of government, local municipalities, and the private sector on issues relating to planning and resource management. He has served as a member of the Provincial Smart Growth Central Ontario Strategy Sub-Panel and alternate on the Greenbelt Task Force.
Mr. MacNaughton also specializes in aggregate planning and mineral resource management, and has been qualified as an expert witness on future trends in the aggregate resource field. He has been involved in numerous hearings before the Ontario Municipal Board and other tribunals relating to aggregate issues.
Mr. MacNaughton is experienced in the management of complex municipal projects, as illustrated by his extensive project experience, and by his appointment as Chairman of the 1995 Mayor's Task Force on Downtown Revitalization in Kitchener.
Mr. MacNaughton also provides specialized services relating to local government reform including amalgamations, boundary adjustments, county restructuring, and service reorganization. He has participated in restructuring processes in Oxford County, Essex County, Sarnia-Lambton, and Perth County.
Bernard P. Hermsen, MUDS, BES, MCIP, RPP
Bernie Hermsen, a principal with MHBC Planning, has provided city, town and county planning services since 1975. Mr. Hermsen has extensive experience in the preparation of Official Plans, Secondary/ Community Plans, Comprehensive Zoning By-laws and special studies for a range of municipalities in Ontario. More... He has advised municipalities with respect to restructuring, the assessment of long term land needs and economic land use, transit/transportation strategies. He also provides regular planning services to smaller municipalities.
Mr. Hermsen has extensive experience with neighbourhood and subdivision design, as well as site plan/design approvals for commercial, residential, recreational, industrial and mixed-use developments. He has completed many community planning and design projects in suburban and inner city contexts, involving lands in excess of 6,000 acres across Ontario.
Mr. Hermsen has provided expert evidence before the Ontario Municipal Board on numerous occasions. He is also experienced in alternative dispute resolution and mediation.
Paul R. Britton, BES, MCIP, RPP
Paul Britton is a principal with MHBC, and has been a professional planner since 1980.
Mr. Britton has a good balance of municipal and consulting experience, having worked previously as a planner with the City of Kitchener. His professional background relates to numerous aspects of community planning including residential, commercial and industrial planning and development, adaptive re-use of industrial/heritage structures, preparation of development charges by-laws and studies, and review/input into provincial policy and land use legislation. Mr. Britton's work has been recognized with a Provincial Outstanding Planning Award from the Ontario Professional Planners Institute, and two OPPI District-Level Awards of Professional Merit.
In addition to his extensive experience providing consulting services to municipal and private clients, Mr. Britton has actively participated as a member of the Land Development Committee of the Home Builders' Association as well as several Municipal Committees. He is a former President of the Kitchener-Waterloo Home Builders' Association, and an active participant in a variety of planning related issues across the Province.
W. Brent Clarkson, MA, MCIP, RPP
Brent Clarkson is a principal with MHBC, and has been a practising planner since 1980. Mr. Clarkson's experience includes the public and private sectors, having worked previously with the Counties of Wellington and Oxford, and the City of Kitchener. Mr. Clarkson provides city planning and resource management services to both public and private sector clients throughout central and Southern Ontario. These include land development and approvals for residential, commercial and industrial areas, site and neighbourhood planning, aggregate planning, and comprehensive project management.
Mr. Clarkson has extensive experience in planning for commercial developments of all scales and formats. He has provided planning and project management services for developments ranging in size from small plazas or stand-alone retail operations, to regional Shopping Centres and new format power centres. Mr. Clarkson is also experienced in the preparation of municipal commercial needs analysis / commercial policy review.
Aggregate resource planning is also of particular interest to Mr. Clarkson. He has provided input into development of planning policy for wise resource management and has represented the industry in seeking approval for new pits and quarries.
Mr. Clarkson is actively involved in community and development industry organizations.
James D. Parkin, BES, MCIP, RPP
James Parkin is a principal at MHBC Planning and has been with the firm since 1989. Mr. Parkin's experience is in resource planning and he has been extensively involved in planning related to mineral aggregate resources across the Province. He has advised aggregate producers, municipalities and industry associations on many specific applications and planning policy development. More...
Mr. Parkin provides project management and planning evaluations for pit and quarry applications. He is certified by the Minister of Natural Resources to prepare site plans under the Aggregate Resources Act. His project experience includes development and review of planning policies in municipal and provincial plans. He has provided expert evidence before the Ontario Municipal Board and Joint Board.
Prior to joining MHBC, Mr. Parkin was employed by the Ministry of Natural Resources and held a variety of field and main office positions in the aggregate resources program.
Carol M. Wiebe, BES
Carol Wiebe is a principal with MHBC and has worked in planning, design and land development since 1980. Ms. Wiebe began her career working for a major land development and consulting firm in Toronto, where she was involved in numerous mixed use, commercial and industrial land development projects. More... In 1986 she moved to Waterloo Region and was employed with a multi-disciplinary consulting firm where she provided services to both private and public sector clients. Ms. Wiebe joined MHBC in 1994 and is now responsible for the operations of our London office which opened in 2001. She continues to serve a wide variety of clients involved in all aspects of land development.
Ms. Wiebe is experienced with both neighbourhood and site design, and has provided planning and design exercises involving lands in both urban and rural settings. She has also studied the principles of traditional neighbourhood design and has planned communities to target this specialized market. In addition to design services, Ms. Wiebe provides project management expertise for development projects.
Ms. Wiebe also provides specialized services in mediation and alternative dispute resolution, relative to planning or land use issues. Ms. Wiebe has been an active member of the local and provincial Home Builders Associations for many years. She has participated on many committees, workshops and forums dealing with housing matters.
Kris Menzies, BES, BEd, MCIP, RPP
Kris Menzies, BES MCIP RPP is a Partner with MHBC Planning and has worked in both the public and private sector since 1989. Ms Menzies' previous experience includes being the Director of Planning for the Township of Oro-Medonte in Simcoe County, Vice-President of a mid-size commercial and housing development company, and President of her own Planning Consulting firm. Ms. Menzies works with both public and private sector clients primarily in the land development and development policy fields in Central Ontario. Ms Menzies joined MHBC Planning in 2005 with the specific intention of bringing her local knowledge to the MHBC Barrie office and to manage the Barrie operation.
Ms. Menzies specializes in Development Approvals, Project Management, Official Plan Amendments, Rezonings, Condominiums and Draft Plans, Policy Development, and negotiation of Development Agreements. Strengths include:

David A. McKay, MSc, MCIP, RPP
David McKay, a Partner with MHBC, joined the firm in 1997 after graduating from the University of Waterloo. Mr. McKay provides a variety of planning services for public and private sector clients. Mr. McKay’s projects include the planning of commercial, residential and industrial developments. More...
Mr McKay has considerable retail/commercial experience having obtained approvals for over four million sq. ft. of retail space in Ontario, ranging from individual stores to mall redevelopments to power centres.
Mr. McKay is actively involved in the Ontario Professional Planners Institute, including chairing a number of committees for the Central District and helping organize the 2004 OPPI / CIP Conference. He is also actively involved in the community, previously as a Member of the Kinsmen Club of Kitchener-Waterloo in which he chaired a number of projects and held a variety of Executive positions. Mr. McKay also served as a Director with the Vaughan Chamber of Commerce in 2000 / 2001.
Mr. McKay’s work has been recognized by the Ontario Professional Planners Institute, receiving an Award of Professional Merit in 1998 for a Demographic Study for the Region of Waterloo. Mr. McKay also received an OPPI Member Service Award in 2003.
Brian A. Zeman, BES, MCIP, RPP
Brian Zeman, a Partner with MHBC, joined MHBC as a Planner in 1998 after graduating from the University of Waterloo with a Bachelors Degree in Urban and Regional Planning.
Mr. Zeman provides urban and regional planning, analysis and research support for all aspects of the firm's activities while specializing in aggregate resource planning. He has experience in aggregate site planning and licensing and processes relating to aggregate applications. More...
Mr. Zeman is a member of the Canadian Institute of Planners and Ontario Professional Planners Institute. Mr. Zeman also serves on the University of Waterloo Planning Alumni Dinner Committee and is a member of the Aggregate Producers' Association of Ontario Associate Members Committee.
