Carolyn Kellington joined MHBC in 2018. Carolyn has been a practicing planner since 1994, with extensive experience in the public sector. She has led and been involved in a variety of planning projects including comprehensive official plan and zoning by-law reviews, growth management initiatives, secondary plans, master environmental and servicing plans, and natural and cultural heritage strategies. She has also been involved in the review, processing and implementation of a variety of development proposals.
Carolyn has considerable experience in strategic planning and policy formulation, community consultation and engagement, as well as the preparation and monitoring of short and long term growth initiatives. Carolyn has acted as liaison between various parties and levels of government, negotiated crucial agreements and acted as mediator in conflict resolution activities. Carolyn has been an expert planning witness before the Ontario Municipal Board in a number of hearings.
Carolyn received her Bachelor of Arts degree from York University in 1998, majoring in urban studies and urban and regional planning. She is a full member of the Canadian Institute of Planners and a Registered Professional Planner.
